The Australian skipper has secured 309 wickets in 71 appearances with an stellar bowling average.
The Australian selection chief Bailey has declared that captain Pat Cummins will have a crucial role in the forthcoming Ashes series.
There were concerns that the 32-year-old might sit out due to a persistent back stress problem that remained unresolved.
Initial reports from the squad suggested no final decision had been made regarding his involvement, with the extended contest kicking off on November 21 in Perth.
Bailey expressed that his recovery is on track and was "optimistic" about the prospects of taking part.
"We know that time is getting short and there are permutations at play, not only the back issue, but further aspects," the selector added.
"It's positive. [We are] really confident that he'll participate in a major part. With luck starting in Perth. If not, then we'll pick it up."
Previous Setbacks
He was sidelined the ODI and T20 games against New Zealand and India recently after examinations confirmed a lower back issue.
He has a history of spinal problems, with flare-ups in several earlier campaigns leading to absences from several home seasons in four years.
He emphasized he would be proactive in his approach in his recovery plan to make the squad for the Ashes.
The selector indicated that he did not know if he had started his bowling workouts as part of his rehabilitation but admitted it was "getting tight" for him to regain fitness for the first Test.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will assume leadership.
Versatile player Green was withdrawn recently from Australia's squad for their ODI contests against India as a precautionary measure because of discomfort in his torso.
The selector characterized it as a "small issue and confirmed that he's scheduled to appear in the Sheffield Shield, so will be "ideally positioned to be ready to bowl."
"We put so much time has gone into creating the schedule for him to be available for the initial game as an all-rounder," the selector detailed.
"He was only going to play the first two ODIs in any case. His aggressive style the cricket bat in white-ball cricket, if it causes any delay for a short period, we just made the decision to approach this more conservatively."
